8月31日,日本防卫省公布2023财年国防预算申请文件,其中“宙斯盾系统搭载舰”即大型水面舰建造计划尤为引人关注。据日本媒体报道,计划新建的2艘宙斯盾舰标准排水量达到2万吨,将是日本海上自卫队最大的水面舰艇之一,用于海上防空反导巡逻。预计两舰分别在2027年和2028年前服役。日本为何提出新建两艘与现有宙斯盾驱逐舰完全不同规格的新舰?搭载陆基宙斯盾系统2017年12月,日本政府以应对朝鲜弹道导弹威胁为由,宣布引进两部美制陆基宙斯盾系统,部署于日本本州岛南北两端的山口县和秋田县。然而,这一部署计划遭到当地民众的强烈反对,最终于2020年中止。随后,日本防卫省提出多种替代方案,包括将雷达和反导拦截弹分开部署、建造海上平台容纳陆基宙斯盾系统或新建宙斯盾舰等。最终,日本防卫省决定新建两艘可搭载陆基宙斯盾系统的水面舰船。

三 | 可见,新宙斯盾舰可以看作是陆基宙斯盾系统部署项目的替代方案。据日本防卫省相关人士透露,两艘新舰的最终造价将远超采购陆基宙斯盾系统的4000亿日元(约合194.4亿元人民币)。突出远程打击能力与日本现役的8艘宙斯盾驱逐舰相比,两艘新舰具备以下特点。雷达探测范围更广。舰载宙斯盾系统采用的是AN/SPY-1无源相控阵雷达,而陆基宙斯盾系统配装AN/SPY-7固态相控阵雷达,较前一种雷达的解析度更高、反电子干扰能力更强,同时在运行时间、探测距离和高度方面具有明显优势,两套系统的探测范围即可覆盖日本全域。今年1月,美国洛克希德·马丁公司已完成该型雷达与日本陆基宙斯盾武器系统的集成演示。防空反导能力更强。

四 | 日本现役最新型的摩耶级宙斯盾驱逐舰搭载“标准”-3 IA反导拦截弹和“标准”-2防空导弹,可对500千米范围内的中远程弹道导弹实施中段拦截,并对167千米范围内的空中目标进行防空拦截。新舰将搭载日美联合研发的“标准”-3 ⅡA反导拦截弹,最大拦截距离在现有基础上提升2倍至1500千米,另外还能搭载“标准”-6舰载防空导弹,使海上编队防空距离增至370千米。由此可见,新舰的防空反导能力较日本现役宙斯盾舰更强。远程反舰和对陆打击能力出现。现役“宙斯盾”驱逐舰主要搭载“鱼叉”、90式、17式反舰导弹,可分别对124千米、150千米和250千米以内的海上目标实施打击,不具备海基远程反舰能力。

五 | 另外,受“专守防卫”政策制约,第二次世界大战后的日本舰艇均未装备对陆打击导弹,不具备远程对陆打击能力。

六 | 新舰将搭载日本正在研发的12式岸舰导弹改进型,可对距离900至1500千米的海上、陆上目标实施远程打击。

七 | 这也是日本舰艇在战后首次具备远程对陆打击能力,暴露了海上自卫队的野心。谋取海上作战优势两艘新宙斯盾舰服役后,将明显提升日本海上自卫队的作战能力。其一,弹道导弹防卫力量更完备。

八 | 随着两艘新舰列装,加上现役8艘宙斯盾驱逐舰和“爱国者”-3系统等,日本将构建起多层探测与多层拦截相结合的防御体系,形成更完备的弹道导弹防御力量,削弱对手弹道导弹作战能力。其二,远程对陆打击能力更强。新舰搭载的12式岸舰导弹改进型将填补日本远程对陆打击能力空白,日本海上自卫队可通过新舰,打击敌方沿海地区的指挥机构、机场港口、作战部队等重要目标,必要时还可前推部署至敌方周边海域,打击中远程导弹发射阵地等纵深目标,削弱敌方防空反导和陆基反舰能力。

九 | 其三,海基反舰装备体系得以完善。

十 | 新舰列装后,日本海基反舰装备体系更加健全,可遂行近、中、远程反舰作战任务。值得注意的是,日本还基于12式岸舰导弹改进型,积极推进机载远程反舰导弹项目,意图构建陆、海、空三位一体远程反舰火力配置,对敌方水面编队施以多方向打击。由此可见,日本新宙斯盾舰的列装,将提升海上自卫队在防空、反导、反舰、对陆打击等方面作战能力,是其谋取海上作战优势的一大利器。日本现役宙斯盾驱逐舰的标准排水量为7250至8200吨。最大的出云级直升机航母虽与新舰的排水量相当,但因两者作战定位有异必然导致舰艇外形、布局等多方面差异,参考价值受限。根据日本大吨位水面舰艇实际建造周期及经验推断,日本在2027年前完成新舰的设计、建造及列装的可能性较小。日本新舰建造计划颇有“雷声大、雨点小”之嫌,更多是为扩大预算和修改国家安全保障战略造势。
